Benefit 24-HR Brow Setter review: the clear brow gel that holds without looking set

Lab score
Verdict. The best combination of strong hold and a natural look we have found in a clear gel. It keeps fine and thick brows in place through a full working day, dries without stiffness or flakes, and the dual-ended wand gives more control than most. The price is the only real argument against it.
Best for: all-day hold with a natural finish, fine or unruly brows · #1 of 7 gels
Score breakdown
Why it ranks first
Most strong-hold gels buy their hold with a lacquered finish: hairs stay put, but they look glued. The 24-HR Brow Setter is the exception. It sets hairs firmly enough to survive a commute, a gym session and a day of touching your face, yet at conversation distance the brow still looks like hair rather than product. That balance is the reason it beats gels with marginally stronger hold.
The wand is the second reason. One end carries a full-size spoolie with long bristles that coats the whole brow in one or two passes; the other is a short, tapered brush for pushing the tail into place or lifting the front without overloading it. In practice this means fewer passes, less product and a tidier result, especially on brows that grow in different directions.
It also plays well with everything else. Applied over pencil it sets the strokes without smearing them; applied alone on bare brows it gives a groomed, slightly glossy look that reads as deliberate. Nothing in the gel category is as forgiving of the rest of your routine.
Daily use
Wipe the long spoolie against the tube neck before the first pass; the gel is thin and a loaded brush deposits more than you need. Brush upward from the front of the brow, then along the arch and tail in the direction of growth. Use the short end to set the tail and tidy the front. Allow thirty seconds before touching.
Hold held well through a full 12-hour day in our use, including humid afternoons, with no flaking at the end. Removal is easy with a micellar water or cleansing balm. Avoid sleeping in it: set gels left on overnight dry the hair and encourage breakage when brushed in the morning.
What we looked at
Strengths
- Strong, flexible hold that lasts a full day
- Natural finish; hair looks like hair
- Dual-ended wand gives real control over tail and front
- No flaking or white residue, even on fine brows
- Sets pencil without smearing it
Weaknesses
- Premium price for a clear gel
- Thin formula is easy to overload until you learn the wand
- Not a laminated-look gel; for that, see Brow Freeze
Who should buy it
Anyone who wants brows to stay put all day without looking styled. It is the gel we recommend by default, for fine brows that need taming and thick brows that need direction alike. It is also the better choice if you layer gel over pencil, because it sets strokes cleanly.
If you want a visibly lifted, laminated effect, Anastasia Brow Freeze or REFY Brow Sculpt deliver it more strongly. If price matters most, NYX The Brow Glue gives surprisingly close hold for far less, with a slightly stiffer finish. See the full brow gel ranking.
Questions about this gel
Does the 24-HR Brow Setter really hold for 24 hours?
We measured through 12-hour days, where hold was still close to fresh. We do not recommend wearing any brow gel for 24 hours; remove it before bed to protect the hair.
Is it tinted?
No. It is a clear gel. Benefit sells tinted brow gels separately; the Setter is designed to be worn alone or over pencil and powder.
Does it flake?
Not in our use, including on fine, sparse brows where flaking shows most. Overloading the spoolie is the usual cause of flaking with any clear gel.
Can I use it over a growth serum?
Yes, once the serum has dried fully. We suggest serum at night and gel in the morning so neither dilutes the other.
